NOC Chairman holds several meetings during his participation in Houston’s CERAWeek 2026

The Chairman of Libya’s National Oil Corporation (NOC), Masoud Suleiman, is participating in the activities of the CERAWeek conference, one of the most prominent international gatherings in the energy sector.

Under the 2026 theme “Convergence and Competition: Energy, Technology and Geopolitics,” this year’s conference is taking place between 23 – 27 March in Houston, Texas.

The event is organized by the American company S&P Global, with the participation of executive officials and representatives of major international companies in the field of energy.

Reporting on his social media page on his participation in the conference, the NOC Chairman stated that had held a series of important meetings with the US Government and several major international energy companies to strengthen strategic partnerships and support the NOC’s plans to increase production and develop the sector.

‎Meeting representatives of the U.S. Department of Energy’s Office for International Affairs
The NOC Chairman reported that he had held an important meeting with representatives of the U.S. Department of Energy’s Office for International Affairs, to promote cooperation in the energy sector.‎

‎During the meeting, the strategy of the NOC to increase production rates was reviewed, where the US side were briefed on the most prominent future plans and projects, and the efforts made to achieve sustainable growth in this vital sector. Ways to collaborate with international companies to support technology transfer and exchange of experiences to achieve the desired goals were also discussed.‎

‎The importance of consolidating investment relations between the two countries and opening new horizons for strategic partnerships that contribute to supporting the national economy and enhancing Libya’s position in the global energy market were also stressed.‎

Meeting SLB
He reported that hemet with the CEO of SLB (Schlumberger) Olivier Le Peuch where they discussed ways to expand cooperation to support the NOC’s strategy of increasing production rates by leveraging the latest technologies and advanced solutions offered by the company.

Suleiman also expressed his deep appreciation for SLB’s continued commitment and fulfilment of all their pledges since commencing operations in Libya.

Meeting ENI
During the meeting with ENI, Suleiman said they explored ways to accelerate the development of the E Structure offshore field, in addition to discussing opportunities for cooperation in developing the infrastructure for natural gas projects, which will contribute to enhancing the sector’s sustainability and supporting the national economy.

Meeting MOL Group
Suleiman said he congratulated Hungary’s MOL Group on its well-deserved victory in the public tender round and discussed the next steps towards signing agreements. He said MOL expressed their readiness to open an office in Tripoli. The importance of supporting professional development programmes for Libyan graduates, which will enhance national competencies and prepare them for the job market, were also discussed.

Meeting Shell
‎During his meeting with the leadership of Shell, in the presence of CEO Wael Sawan and several CEOs of the company, the latest developments in the technical study and evaluation work related to the Memorandum of Understanding (MOU) signed between the two sides were discussed.

The importance of accelerating the pace of work in order to achieve common interests and support development plans in the oil and gas sector were stressed.‎

‎New investment opportunities, particularly in the Brown Fields, with a focus on leveraging Shell’s expertise and advanced technologies to boost production and increase operational efficiency, were touched upon.‎

Meeting Chevron
‎In my meeting with representatives of the American company Chevron, we discussed the technical progress of the Memorandum of Understanding (MOU) signed between the two sides, in addition to reviewing the next steps that the company will take after winning the bidding round, while stressing the importance of accelerating the implementation of exploration programs.‎

‎Meeting BP
In the meeting with representatives of BP, progress made in the technical evaluation work of the MoU areas in the Sarir and Messela fields were reviewed.

BP’s exploration activity in the Offshore Area (Area C) was also discussed. During the meeting, the company’s commitment to its exploration programmes was emphasized, including the completion of the drilling of several exploratory wells in the coming period.‎

‎Meeting ConocoPhillips
In the meeting with representatives of ConocoPhillips, the company’s business in Libya during the current year were discussed, and its operational plans were reviewed. The importance of accelerating the pace of exploration operations, especially by accelerating the drilling of exploratory wells in the company’s concession areas was stressed, while appreciating the company’s commitment to developing strategic joint projects.‎

‎Meeting Baker Hughes
In the meeting with the CEO of Baker Hughes, ways for the company to return strongly to the Libyan oil market and enhance its participation in oil operations during the next phase were discussed.‎

‎Meeting TGS
In the meeting with the leadership of TGS, in the presence of the company’s CEO, aspects of cooperation between the company and the NOC in the field of seismic surveying in the maritime areas, in addition to the introduction of modern technologies to Libya, in conjunction with training programmes and knowledge transfer were discussed. TGS was also invited to reopen its office in Tripoli, strengthening its presence and role in supporting exploration activities.‎

‎NOC Chairman Suleiman said these meetings come within the framework of NOC’s keenness to expand the horizons of cooperation with international partners, and attract modern technologies and quality investments, in a way that contributes to the development of the sector, increasing production and achieving sustainability.‎

They also underscore the organization’s commitment to building effective and sustainable partnerships that contribute to knowledge and technology transfer and open new horizons for the oil and gas sector in Libya.
