Libya’s Tripoli based Minister of Labour and Rehabilitation, Ali Al-Abed Al-Reda, directed the Ministry’s Project Management Team yesterday to implement renewable energy systems utilizing solar panels to power the Ministry’s buildings.
It will be recalled that the Tripoli government has, through directive No. 219765 issued in August 2025 through the state General Electricity Company of Libya (GECOL), instructed all government buildings to install solar energy systems.
However, there has been no widespread implementation of this directive.

Moreover, the directive by the Labour Minister is timely in view of the acute power cuts and blackouts Libya experienced this summer. These have widely affected life, commerce and industry. Tripoli University Hospital had to cancel heart operations for children co-conducted by a visiting team of specialists from the US.
The power cuts have also led to violent demonstrations, road blockades and state building barricades. At times, the crisis looked as if it was about to bring the downfall of the Tripoli Prime Minister, Abdel Hamid Aldabaiba.
The Labour Ministry said the solar power initiative serves as a first step toward enhancing electrical energy efficiency and rationalizing consumption.
The solar power initiative came during the Fourth Meeting of Department and Office Directors chaired by the Minister at the Ministry’s Tripoli headquarters.
The meeting reviewed workflow and discuss various files and executive programmes within the Ministry.
This included the implementation status of the digital transformation plan and progress on the Ministry’s comprehensive platform and its associated applications. Discussions also covered the readiness to launch the project's first phase, which targets the Ministry’s headquarters.
The meeting further addressed the digital infrastructure of the departments and offices and mechanisms for its development, aiming to enhance operational efficiency and service delivery.
Additionally, the meeting examined a proposal to expand vocational training and rehabilitation programs. It explored leveraging existing infrastructure and capabilities across various sectors through partnerships designed to reactivate vocational training centres - part of the Ministry’s drive to revitalize and develop the vocational training system.
Regarding labour inspection, the meeting discussed preparations for launching an inspection campaign, following the approval of a training plan to boost the readiness of inspection teams.
The Minister also reviewed the results of professional training programmes targeting Ministry staff in the fields of administration and English language proficiency, affirming the Ministry’s commitment to developing its workforce and enhancing their capabilities to strengthen institutional performance.
