Julyana Free Zone reported that an International Maritime Organization (IMO) accredited training course on "Port Facility Security Assessment" concluded last week for employees of its Security and Safety Department. The course aimed to enhance security and safety procedures and improve employee efficiency in accordance with approved international standards.

Security plans for container loading and storage berths
The workshop covered security plans for container loading and storage berths, as well as 28 hypothetical incident scenarios involving hazardous goods of various types. It also addressed methods for handling and classifying these incidents according to their level of risk, from critical to moderate to low risk.

Mechanisms for handling hazardous goods
Furthermore, the workshop covered mechanisms for handling hazardous goods, mandatory coordination procedures with security agencies within the port, and training on the use of inspection equipment, including reflective mirrors and other tools used for security inspections.

The training was conducted to ensure Libya's compliance with IMO regulations. To this end, security plans were finalized for the port’s facilities to obtain compliance certifications.

Port facility security officers were trained on the optimal and effective implementation of these security plans. Security plans were also completed for four port facilities: the container terminal, the oil platform, the dry bulk (grain) terminal, and the general cargo terminal, in addition to the administrative buildings. These security plans are currently being finalized for approval in the coming days.

At the end of the course, participants underwent an evaluation exam. At least eight officers are expected to be certified to work according to IMO requirements and standards.

This workshop is part of ongoing efforts to complete the security assessment procedures for the port to implement international standards and specifications adopted in global ports. This will contribute to enhancing the port's security compliance and enabling it to obtain internationally recognized compliance certification.
