Implementation timetable set for Libya to Niger, Libya to Sudan Transit Roads projects

The Libya Africa Investment Portfolio (Fund) (LAIP) reported yesterday that the implementation timetable for both the Libya to Niger and the Libya to Sudan Transit Roads projects has been set.

The revelation came after the holding of the second meeting of the Supreme/High Committee of the Two Transit Roads Projects at LAIP’s Tripoli headquarters yesterday.

‎The High Committee, formed by the Minister of Transport Decree No. 18 of 2025, supervises and follows up on all phases of the “Misrata-Tamanhent-Agadez (Niger) Transit Road” and the “Benghazi-Kufra-Sudan Transit Road” projects.‎

‎During the meeting, LAIP reported, several key items were discussed, as the joint work plan prepared by the acting working group was approved, which included defining the tasks and responsibilities of the Ministry of Transport, LAIP, and the High Committee for the project.‎

‎The timetable set for the implementation of the project phases was as follows:‎

‎● Preliminary phase: from 10 January 2025 to 28 February 2025.‎

‎● The stage of collecting, examining and classifying data, studies, maps, understandings, and previous commitments to the project, and determining the scope of work of the consulting office: during the period from 1 February 2025 to 31 May 2025.‎

‎● Initial route determination phase: from 1 March 2025 to 30 April 2025.‎

‎● Stage of preparing economic and technical feasibility studies: from 1 June 2025 to 31 December 2025.‎

‎● The stage of offering the project for investment: under the Build-Operate-Transfer (BOT) system or through a partnership with national and international companies, after approving the results of technical and economic feasibility studies by the Minister of Transportation and approving the identification of routes.‎

‎During the meeting, a procedural manual was adopted outlining tasks and responsibilities to ensure efficient and effective workflow.‎

The committee’s first meeting in January
It will be recalled, and as reported by Libya Herald at the time, the Tripoli based Ministry of Transport had reported on 9 January this year that the Joint High Committee for the Two Strategic Transit Roads Projects held its first meeting at the Tripoli headquarters of the Ministry on the same day.

The meeting, the Transport Ministry had reported, came within implementation of Cabinet Resolution No. 535 of 2024 which authorises the LAIP to contract with specialised consulting offices to prepare economic, technical and planning feasibility studies for the project.

Build-Operate-Transfer (BOT)
It also allowed for LAIP to offer the project for investment on a Build-Operate-Transfer (BOT) system, or through partnerships with national and international companies.‎
