Libyan Chinese Dialogue: Libya views China as a strategic partner in the reconstruction and development phase

Tripoli based Libyan Prime Minister, Abdel Hamid Aldabaiba, noted that China is a strategic partner in the reconstruction and development phase.

Aldabaiba made the comment during his address at a dialogue session today organized by the High Committee for Supervising Libyan-Chinese Cooperation, chaired by Committee Chairman Abdelmajid Meligta, entitled “The Libyan-Chinese Strategic Partnership: An Analysis of the Current Situation and Future Prospects.”

The dialogue session covered several topics, including the historical and diplomatic dimensions of Libyan-Chinese relations, economic opportunities and investment prospects, the partnership environment, and the knowledge and technology sector, specifically capacity building and digital transformation as a future partnership between the two countries.

In his address, Aldabaiba affirmed that Libya is steadily progressing towards stability and reconstruction, striving to translate this stability into tangible development projects that positively impact the lives of its citizens. He noted that the government views China as a strategic partner in Libya’s reconstruction and development phase.

Aldabaiba also emphasized Libya’s readiness for major Chinese companies to return and complete stalled projects and embark on new ones, particularly in the energy, housing, and infrastructure sectors. He reiterated the government’s commitment to providing a safe and stable investment environment and strengthening cooperation within the framework of the Belt and Road Initiative.

The importance of leveraging Chinese expertise
In his address, the Chairman of the High Committee for Supervising Libyan-Chinese Cooperation, emphasized the depth of Libyan-Chinese relations, noting that the government’s vision is based on building effective strategic partnerships that support reconstruction and development efforts. He highlighted the importance of leveraging Chinese expertise in infrastructure, energy, technology, and digital transformation to bolster the national economy and enhance investment opportunities.

In his remarks, the Tripoli government reports, the Ambassador of China to Libya, Ma Xue Liang, commended the existing level of cooperation between the two countries. He affirmed his country’s support for strengthening the strategic partnership across various sectors, particularly investment, infrastructure, and technology, to serve mutual interests and open broader horizons for future cooperation.

Several government ministers, ambassadors, directors of relevant agencies and commercial banks, and business leaders attended the dialogue.
