The second training session for Libyan municipalities will take place in Syracuse, Italy from 25-28 September (Logo: Italian embassy).

London, 25 September 2021:

The second training session for Libyan mayors and municipal officials will be held from 25-28 September in Syracuse, at the Syracuse International Institute.

Mayors and officials from 27 Libyan cities will attend with the aim of improving municipal services for the benefit of citizens. The session will be focusing on technical and administrative knowledge in municipal registration, property and budget services.

The event is implemented by the Italian Agency for Development and Cooperation (AICS) jointly with the Italian National Association of Municipalities (ANCI), in close coordination with the Italian Embassy in Tripoli and the Libyan Ministry of Local Government (MOLG).

Important Italian-Libyan cooperation in local governance

The event organizers say the programme represents an important step in the work of cooperation between Italy and Libya in the field of local governance, at a time when the country sees the acceleration of the decentralization process in the country. The initiative aims to respond to the need to enhance the role of municipalities in providing basic services to the population through capacity-building activities, exchange of experiences and relationships between stakeholders.

They add that with the important entry of the municipality of Tripoli into the project, all Libyan geographical regions are now represented at the highest levels, as the capital’s accession confirms the extent of expectations in the ANCI-AICS project from the Libyan and Italian sides.

Practical lessons and Arabic training material

This second training course includes a series of practical lessons on Italian models of municipal budgetary services management, finance and civil registry, through comparison and in-depth lessons where Italian technicians will dedicate a special focus to the system that regulates relations between the central state and local self-government in Italy, by working on training materials translated into Arabic, regarding methods of transferring resources from the state to cities.
