Following Qatari Elegancia’s contract: Audit Bureau stresses effective management of public funds, optimal use of management contracts‎

‎The Tripoli based Libyan Audit Bureau discussed, in two meetings held at its Tripoli headquarters yesterday and today, with the Department of Support and Development of Medical Services (DSDMS) its observations regarding the audit of its accounts for the fiscal year 2024.

The Elegancia/Apex/Estithmar contract
The meeting discussed the intention of the DSDMS to conclude further contracts for the management and operation of some health facilities, including the contract concluded with the Qatari company Elegancia (rebranded Apex Health and part of Estithmar Holding) to manage the Misrata Specialised Cardiovascular Centre.‎

Clear contracting vision needed
During the meeting, the importance of developing a clear vision for the use of international expertise in the operation of health facilities was emphasised, to improve the quality of medical services and localise treatment in Libya.

Risks of contracting with foreign providers
However, the meeting also discussed the potential risks of this trend of contracting to foreign service providers and ways to avoid them, to ensure effective management of public funds and achieve optimal use of these contracts.‎

It will be recalled that the contract with Qatar’s Elegancia Healthcare for the Misrata Heart Centre comes in implementation of Prime Minister Aldabaiba’s Decree No. (530) of October 2024, which authorises the DSDMS to contract with Elegancia to operate six health facilities throughout the country for a period of 15 ‎‎years.‎
