The Chairman of Libya’s state National Oil Corporation (NOC), Masoud Suleiman, announced on his personal social media site yesterday that he had met with officials from Shell plc, in the presence of several directors of technical departments at the NOC and the Chairman of the Arabian Gulf Oil Company (AGOCO).
Suleiman said the meeting was part of the follow-up to the Memorandum of Understanding (MoU) signed between the NOC and Shell in 2025 and focused on ways to enhance cooperation in exploration and production.
During the meeting, he revealed, Shell presented the results of the technical study it is conducting under the MoU. This study covers several important oil and gas fields, aiming to assess their technical capabilities and opportunities for production development.
Suleiman reported that Shell confirmed during the presentation that it is currently finalizing the study and will submit the final report by the end of May. This report will contribute to supporting the NOC’s plans to increase production rates and maximize the utilization of oil and gas reserves.
The NOC Chairman revealed that the two parties also discussed several technical aspects related to exploration and development programmes, and how to leverage Shell’s expertise and advanced technologies to support the NOC’s efforts to implement high-quality projects that contribute to the sector’s development.
Masoud was in London participating in the Africa Energies Summit 2026 held from 12 to 14 May.
