Launching the Development of BaladiyaBOT: A Next Step Towards Digital Municipal Services in Libya

Municipality of Tripoli Centre announced on 19 April the start of the development of BaladiyaBOT, a digital assistant designed to enhance citizens’ access to municipal services.

Developed within the framework of Germany’s GIZ’s Support to Municipalities in Libya (SML) programme, this initiative marks the beginning of a new phase in strengthening digital service delivery at the local level.

BaladiyaBOT is conceived as the digital extension of the physical Citizen Service Centre, building on its success in improving access, efficiency, and transparency in municipal services. By complementing in-person services with digital channels, it aims to make municipal services more accessible, inclusive, and responsive to citizens’ needs.

Pilot phase
The development process will be piloted in Tripoli Centre, where the system will be designed, tested, and refined in close collaboration with municipal staff and citizens. Following the pilot phase, BaladiyaBOT will be introduced and rolled out to additional municipalities across Libya.

BaladiyaBOT aims to:

• simplify access to municipal services and information,

• improve transparency and responsiveness, and

• support more efficient and citizen-oriented service delivery.

The pilot will be implemented in close cooperation with the Ministry of Local Government, with a view to scaling the approach nationally once the system is fully developed and operational.

This initiative is supported within the programme Support to Municipalities in Libya #SML III, funded by the European Union in Libya / الإتحاد الأوروبي في ليبيا and the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ)and implemented by #GIZ in partnership with the Libyan Ministry of Local Government وزارة الحكم المحلي – ليبيا and 30 municipalities across the country.
