The General National Congress yesterday officially formed the February Committee to draft an amendment to the . . .[restrict]2011 Constitutional Declaration to set up the procedure for parliamentary and presidential elections.
According to roadmap adopted on 3 February, Libya will elect a new congress and a president as head of state if, by early May, it is clear that the 60-member Committee to be elected next week cannot come up with an agreed draft for a new constitution by July. If that is the case, the February Committee will present its amendment to Congress to vote into law. Elections will then be held in June.
The new committee has six Congress members and nine other experts.
Independent Benghazi Congressman, Ahmed Langhi, a member of the committee, confirmed to the Libya Herald that, if required, it would draft the amendment in time to ensure there was a new Congress.
