Audit Bureau 2023 Annual Report: 2023 state subsidies amounted to LD 68.5 billion

Audit Bureau critical of mismanagement and corruption in electricity sector

According to a leaked copy of the (Tripoli based) Libyan Audit Bureau’s 2023 Annual Report, widely publicised by several Libyan news sites, total government spending on subsidies during 2023 amounted to about 68.5 billion dinars.

This included:

  • 2 billion dinars on fuel subsidies
  • 2 billion dinars an exceptional budget for the General Electricity Company of Libya (GECOL)
  • 4 billion dinars for electricity and public lighting subsidies
  • 6 billion for pharmaceutical subsidies
  • 4 billion dinars for the Children Grant
  • 2 billion dinars for the Wife and Daughters grant

‎The report also revealed that:

  • LD 1.658 billion have been allocated to support basic pensions
  • LD 856 million to support the families of martyrs and the missing
  • LD 750 million to support public hygiene
  • LD 580 million ‎‎to support water and sanitation
  • LD 500 million dinars to the National Centre for Disease Control (NCDC)
  • LD 419 million to support social benefits
  • LD 385 million to support sports clubs
  • LD 175 million to support youth institutions
