The Tripoli based Libyan government revealed today that the Minister of State for Prime Minister and Cabinet Affairs, Mohamed Ben Ghalboun, issued a circular addressed to ministers, heads of bodies, institutions, departments, agencies and centres affiliated with the Council of Ministers, and mayors of municipalities, on regulating the procedures for communication and dealing with foreign organizations.
The circular stipulates that no action shall be taken regarding communication, cooperation, holding meetings or concluding any arrangements or agreements with foreign organizations, except after obtaining prior permission from the Prime Minister's Office, in implementation of the instructions of the Prime Minister.
The circular confirmed that requests for permission and coordination are submitted through the Government Contact Centre before initiating any activity or communication with foreign organizations, in order to ensure the unification of procedures, enhance coordination between public entities, and adhere to the approved controls.
