The House of Representatives (HoR) voted unanimously to establish an oil refinery for the south of Libya.
The decision reinforces the decision already made by the Tripoli based Libyan government
The vote and decision took place in today's first ever offocial HoR session held in the southern city of Sebha, the capital of Libya's south.
The session was chaired by the Speaker of the House, Al-Saliheen Abdel-Nabi, with the attendance of the First Deputy Speaker, Tariq Al-Ashtar, and the Second Deputy Speaker, Misbah Douma.
According to the Official HoR Spokesperson, Abdala Bleihaq, the Speaker delivered an address during the session, expressing his pleasure at meeting in Sebha—the vibrant heart of Libya’s south.
He noted the historic national and institutional significance of holding an HoR session in this cherished city for the first time in Libyan history—a step that embodies the unity of Libya and reflects the House’s commitment to ensuring that state institutions are present throughout the country, accessible to citizens, and responsive to their aspirations and needs.
Following this, the House proceeded to discuss the items on its agenda.
Members deliberated on the proposed Law on Conscription and General Mobilization; the law, including its amendments, was subsequently approved with 82 votes in favor out of the 90 members present.
Furthermore, the Speaker presented a memorandum submitted by HoR members from the southern region, the Deputy Prime Minister for the southern region, and various notables, tribal leaders, and municipal representatives from the Fezzan region, outlining their specific requirements.
Beyond the establishment of an oil refinery, the remaining requests were referred to the relevant authorities.
The HoR further decided to hold a session in the city of Zintan on November 16.
The session was then adjourned.
