Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, affirmed that the government is committed to implementing its vision to end the presence of armed groups (militias) outside state institutions (police and army), stressing that “there is no future except with the police, the army, and the institutions of law.”
This came in a speech he delivered today during the graduation ceremony for the 37th Class of the Police Officers College, the Ninth Class of the Higher Institute for Officers, and the Third Class of the Women’s Police Training Centre, at the headquarters of the General Directorate of Central Support in Tripoli.
It will be recalled that as late as July this year, Aldabaiba, during a speech following up at the Ministry of Justice and the Judicial Police Unit, put militias on notice and vowed to impose what amounts to habeas corpus.
Aldabaiba stated that the number of graduates from these classes reached 1,385 officers, both men and women, from various regions of the country, east, west, and south. He noted that this diverse national presence confirms that the state’s security institutions are once again representing a unified nation, free from all division and factionalism. He pointed out that what distinguishes this ceremony is the graduation of the first class of female officers since 2011.
The Prime Minister explained that the government has completed the first phase of taking over sovereign facilities belonging to ports and airports, a step aimed at restoring the state’s sovereignty and prestige. He also praised the efforts of the Ministry of Interior and its security agencies in implementing the recent security deployment plan, which has strengthened stability despite some isolated incidents.
“Not a single prisoner outside the jurisdiction of the judiciary”
Aldabaiba announced that the Attorney General recently informed him that, for the first time since 2011, “there is not a single prisoner outside the jurisdiction of the judiciary,” describing this as “a major national achievement and a victory for the rule of law and justice.” He indicated that this development came after the judiciary was empowered to extend its full authority over places of detention.

He also commended the Public Prosecutor’s Office for the pretrial detention of a senior official in the Operations and Judicial Security Department (Osama Njeem) following the death of a prisoner.
Njeem is wanted by the International Criminal Court.
Arrests only executed through legal process
He emphasized that this measure reflects the Public Prosecutor’s ability to enforce the law without exception or selectivity, and that the government is working in full coordination with the Attorney General to ensure that all arrests and investigations are conducted in accordance with the law and with prior judicial authorization.
Demise of militia Genewa and his SSA
In a related context, Aldabaiba noted the success of the security services in dismantling what was known as the Stability Support Apparatus (led by the late militia leader Genewa Al-Kikly), affirming that the next phase will witness a reorganization of the security presence by unifying headquarters and withdrawing forces from the streets to enhance professional performance and adherence to the law.

In closing, the Prime Minister called upon the new graduates to uphold discipline and integrity, and to remain true to their oath to protect the security and dignity of citizens, stressing that a state can only be built on justice and its legitimate institutions.
