The Stability Support Apparatus / Agency (SSA) reported yesterday that its newly appointed head, Hassan Abuzriba, held an expanded meeting yesterday that included directors of departments and offices, as well as a group of officers, non-commissioned officers and individuals.‎

The SSA said this came within the framework of the SSA’s keenness to enhance institutional discipline and improve the level of security performance.

Abuzriba was a Deputy Head of the SSA, appointed in 2021 at the SSA’s creation by former Prime Minister Faiez Serraj. However, he was sidelined by Ghnewa and his family and tribal members. Under new leadership, the SSA is attempting to transform itself from a militia into a state-controlled security force.

A state controlled security force not a militia?
During the meeting, the head of the SSA stressed the need to fully comply with the laws and regulations in force, and to observe the principles of human rights in the performance of tasks, stressing the importance of seriousness and discipline, especially during this delicate stage, which requires concerted efforts and unification of ranks.‎

‎Abuzriba stressed that the SSA will continue to perform its duties and assume its national responsibilities, and its full readiness to deal with various security challenges, noting that work is underway to develop the level of security service to meet the aspirations of citizens and preserve the security and stability of the homeland.‎

‎In this context, the head of the SSA called on all absent members to return and carry out their work, stressing that the next phase will witness concrete steps towards enhancing efficiency and activating the role of the SSA in various security fields.‎ Many SSA members have failed to turn up for work after the death of the former SSA commander Ghnewa.

‎The SSA said it renews its full commitment to its responsibilities, stressing that it will continue to work professionally and sincerely, for the benefit of the country and the citizen.‎

Background
It will be recalled that Abuzriba had been appointed as the new commander of the SSA by the Presidency Council after the suspicious death (assassination?) on 12/13 May of the 2011 revolution warlord, Abdelghani Ghnewa Al-Kikly, the former leader of the powerful Tripoli state-recognised militia, the SSA, based in the Abusleem district.

Ghnewa had been attended a meeting in the Tikbali barracks in Salah Al-Deen, south of Tripoli, with the two top military commanders representing the Aldabaiba government.

The death of Ghnewa led to immediate clashes between the SSA and Aldabaiba aligned security forces (the 444 and 111 brigades) resulting in the disintegration of the SSA leadership. Subsequent clashes took place with other militias because of Ghnewa’s death.

At the time, it was assumed that the whole of the SSA would be disbanded. However, the Presidency Council chose to keep the security force under a new command.
