The Speaker of Libya’s parliament, the House of Representatives (HoR), Ageela Saleh, and the head of the High State Council (HSC), Khaled Mishri, have agreed to meet officially at long last. The news was tweeted today by Special Advisor to the Secretary General on Libya, Stephanie Williams.
The meeting comes in response to a call by Stephanie Williams on Monday after the third and final round of the Cairo negotiations (12 to 19 June) between the Joint House of Representatives (HoR) and High State Council (HSC) Committee on the Libyan Constitutional Track ended with no agreement on immediate political transition or elections.
Rounding up the Cairo talks, Williams, said ‘‘The Joint Committee achieved a great deal of consensus on the contentious articles in the Libyan Draft Constitution. Differences persist on the measures governing the transitional period leading to elections.
In my capacity as the Special Adviser to the Secretary-General on Libya, I call upon the Presidencies of the two Chambers to meet within ten days at an agreed upon location to bridge outstanding issues.
Saleh and Mishri today responded positively.
‘‘I am pleased to confirm that Speaker of the House of Representatives Aguila Saleh and President of the High Council of State Khaled Al-Mishri have accepted my invitation to meet at the UN Office at Geneva 28-29 June to discuss the draft constitutional framework for elections.
I commend the heads of the two chambers for committing to seek consensus on the remaining issues after last week’s Joint Committee meeting in Cairo.’’, Williams said.
