London, 16 June 2021:

The 2021 draft budget did not make it to a vote on the main floor in yesterday’s House of Representatives (HoR) session.

In its closed session, the HoR called in the government yesterday for further negotiations on the final look of the budget. The session will continue today.

HoR Official Spokesperson, Abdalla Belheeg said yesterday the House of Representatives has summoned the government for the session to be held on 29 June.

He said the HoR emphasises the need for the government to include the laws issued by it on state-sector salary increases in the draft budget. The Aldabaiba government has, in turn, pointed out that this would inflate the budget even further – the large size of the budget was one of the HoR’s objections to the draft budget.

Sovereign positions

Belheeg added that with regards to the second item on the HoR’s agenda, the Sovereign Positions, it decided to refer a letter to the United Nations Mission in Libya regarding the recent statements and positions taken by the head of the High State Council (Khaled Mishri) regarding the High State Council’s (HSC) and Mishri’s, what he called, ‘‘repudiation of the last (Bouznika) agreement on of Sovereign Positions.’’

He said the HoR fulfilled its commitment in this regard. The letter to UNSMIL will also confirm that the HoR, in the event that the agreement (on Sovereign Positions) is not implemented, will ‘‘carry out its responsibility before the people on this metter’’.

Head of intelligence appointment to be reviewed

The Official Spokesperson for the HoR said that during yesterday’s session the recent appointment (6 May) of Hussein Mohamed Khalifa Al-Ayeb as the head of the General Intelligence Service by the Presidency Council was discussed.

The House decided to refer the matter to its Legislative and Legal Committee to decide on it from the legal aspect, as the Presidency Council did not consult the HoR in this appointment.
