HoR and HSC Tangiers meeting forms working group on unification of institutions

London, 2 December 2020:

At the end of the Second Round of talks between the House of Representatives (HoR) and the High State Council (HSC) held in Tangiers, Morocco, yesterday, the participants agreed to form a joint working group to begin work within days on Article 15 of the 2015 Skhirat Libyan Political Agreement (LPA) with the aim of unifying the sovereign institutions.

The final statement pointed out that the proposals referred by the United Nations Support Mission in Libya regarding the mechanisms for selecting high-ranking positions in the executive authority were discussed during the preliminary stage.

It added: “The dialogue team in the House of Representatives and the State affirms the necessity of choosing a transparent, fair and balanced mechanism so that the assembly of each region has the opportunity to nominate more than one candidate for each position, and the political dialogue together in a plenary session will vote for selection.”

The final statement affirmed that this meeting comes within the framework of implementing the Libyan Political Agreement to overcome the division and its repercussions and is aimed at enhancing the success of the UNSMIL-brokered Libyan Political Dialogue Forum (LPDF).

The participants agreed to work according to the mechanisms stipulated in the LPA and the relevant Security Council resolutions, and the need to intensify direct meetings and adopt them as an effective and transparent way to address issues that hinder the unification of state institutions, end the division and stop foreign interference.

The final statement stipulated an adherence to building a civil state that Libyans aspired to, and for which they made precious sacrifices.

The statement referred to “the necessity of extending the authority of the state over all Libyan lands, launching national reconciliation, transitional justice, and returning displaced persons inside and outside the country in dignity and safety to their homes with the right of all those affected to obtain reparation and prosecution in accordance with the law.”

It also expressed the two bodies’ keenness to “support UNSMIL’s efforts to end the conflict and division in Libya, which will culminate in the implementation of the constitutional entitlements and the holding of general elections to end the transitional stages, enter the next stage and achieve stability.”
