According to their final communiqué issued at the end of the two-day ‘‘Consultative Meeting’’ held by members of the House of Representatives (HoR) and the High State Council (HSC) between 18 and 19 December in Bouznika, Morocco, the two parties agreed on the following four points:
- The end of the transitional phases and the restoration of stability must pass through the return to Libyans through free and fair elections, based on the laws of the “6 + 6 Committee’’, which were adopted by official institutions and confirmed by the Security Council in its resolutions.
- Welcoming cooperation with the UN mission, and keenness to support it and work together in accordance with the competence and powers of both the HoR and HSC and the UN Mission to resolve the crisis and include a road map with specific dates that guarantees Libyan ownership of the political process.
- Reaching an announced agreement, through which joint work between the HoR and HSC will begin to address various files through specific tracks, the most important of which is the election process and the restructuring of the executive authority (choosing a new government to replace the current Tripoli based Aldabaiba government before elections are held).
- Emphasising the need for continued communication between the presidency of the HoR and HSC and their members, and the continuation of joint meetings to support national consensus, peaceful resolution of the crisis and unification of divided sovereign institutions.
