A security deal has been worked out to allow the Government of National Accord to . . .[restrict]relocate from Tunis to Tripoli within a few days prime minister-designate Faiez Serraj said today.
He told the Jordan-based Libya HD TV channel that a security plan had been agreed with police and some armed groups in the capital. He said that under the deal, in which UNSMIL had been involved, armed groups would confine themselves to their bases until it was agreed how their members would be reassigned to the police or army or helped to return to civilian life.
Serraj was not pressed the give details of the security arrangements that had been agreed. There has been much speculation in Tripoli that the local supporting forces will be some Misratan militias together with the Rada security force of Abdul Rauf Kara.
Looking relaxed and confident Serraj said that the GNA was coming to Tripoli to serve all Libyans. Its guiding principles were reconciliation and reconstruction throughout the country.
Quizzed about the role of the international community, Serraj said that Libya would accept assistance at every level. But when it came to military support, he insisted that everything had to be channeled through the new government. “Direct intervention is completely unacceptable,” he said, “and we have sent this message very clearly to the international community”.
