Last week the regular spokesperson for the Prime Minister Mr Nasser Al-Mana was absent and the Deputy Prime Minister Mustafa Abushagur stood in for him.
Mahmoudi will be handed over to Libya
The official spokesperson confirmed the news that came as a result of the Prime Minister’s visit to Tunisia last week that Tunisia has agreed to hand over Al-Baghdadi Al-Mahmoudi to Libya.
Furthermore, he went on to assure that Al-Mahmoudi and others will be treated according to international standards and that they will be granted their rights before a just court before the Libyan public.

Mangoush visits south
The Chief of Staff, Major-General Yousef Mangoush visited the Obari area to view the situation and to raise the moral of the troops based there. The Chiefs of Staff had sent aid convoys from Benghazi to Obari.
Mangoush had also reported that as a result of the call for some Military Councils to hand over some bases and military property, a number had responded to this call by handing back sites to the Libyan National Army.
The official spokesperson also reported that the Chiefs of Staff had informed that the removal of mines in some areas is continuing and that Libyans were being trained in their removal at Maetiga airbase and in the city of Zlitan.
Oil and gas production on the increase
The official spokesperson reported that Libya’s oil production had reached 1.55 million barrels per day, its highest point since the Revolution. He also revealed that the average gas production had reached 2.182 billion cubic feet and the average production of condensates 35,000 barrels per day.
Oil production for the week had reached 6.65 million barrels and the income accrued from these sales for the week reached US$ 518 million.
The spokesperson highlighted the fact that there were still some production units that had not started production such as Ras Lanuf refinery, Brega ammonia plant, and the ethylene and chloral-ethylene plants in Ras Lanuf. He clarified that work is being done on returning these to production as soon as possible and that the methanol plant at Brega has commenced initial production steps.
Public transport buses for congested cities
The Ministry of Transport is currently studying the issue of traffic congestion in some cities. It is studying offers for the manufacture of buses so that there is public bus transport, student transport and services for those with special needs.
Judicial police
The Ministry of Justice has approved the organizational framework for the Judicial Police and numerous numbers of the thuwar had conscripted to the judicial police. Many have commenced their duties in protecting some of the prisons, as the judicial police are the authority responsible for prisons in Libya.
The ‘Official Gazette’ is out
Spokesperson Mustafa Abushagur revealed that the fifth edition of the official Libyan publication had been published announcing all the NTC laws including Law No. (7) regarding the creation of the Libyan Intelligence Service, Law No. (20) Authorizing the Public Budget for 2012, Law No (27) Amending Some Past Laws, Law No. (29) Organising Political Parties, and Law No. (30) Regarding Political Entities.
The spokesperson further added that the Ministry of Interior has approved the badges / crests for police uniforms.
Illegal immigrants returned
The Ministry of Interior has reported that it has, in coordination with the International Organization for Migration, returned 324 illegal immigrants and issued final exit visas from Libya to another 638 foreigners.
The Ministry of Interior also confirmed that it has paid the salaries for the first 4 months of 2012 for thuwar conscripted to the Supreme Security Committee who have opened bank accounts.
Electricity networks being reconnected
The Ministry of Electricity and Renewable Energy has reported that it has reconnected many of the electricity networks that were damaged during the war. The Ministry reported that it has adequate generating capacity and that it is prepared for the anticipated increased electricity demand during the summer months.
Flour Mills reopened
Two flour and flour products factories in Swani and Azizia were reopened with a production capacity of 200 tonnes each.
Iron and steel factories operational
The spokesperson announced that most of the iron and steel factories belonging to the Libyan Iron and Steel Company (LISCO) were now operational, some of which had achieved record production levels which have helped meet local demand needed during the rebuilding phase of Libya.
Italy to train 20 Libyans
The Italian Ministry of Industry is to train 20 Libyan graduates in the field of human resource development.

Agricultural lands protected
The spokesperson revealed that 72 cases of the misuse of agricultural land by citizens was stopped last week. These were either the cutting down of trees or the building on agricultural land, and that legal steps were being taken with regards to these cases.
Preparations for Tuna fishing season
The spokesperson assured that all the necessary preparatory steps for the opening of the Tuna fishing season have been taken, as per the internal and international procedures. He pointed out that the Tuna market is internationally monitored and has numerous restrictions, and that only licenced companies can operate in this market..
