In the presence of the Director General of the Libyan Development and Reconstruction Fund, Belgassem Khalifa Haftar, the National Development Agency (NDA) signed a memorandum of understanding with Business France at the Élysée Palace, Paris yesterday.
The NDA says the step reflects the desire of both sides to strengthen economic cooperation and develop investment partnerships between Libya and France, and comes as part of the NDA’s efforts to promote economic openness and exchange experiences with leading international institutions.
The French side was represented by Paul Soler, Special Envoy of the French President, Thierry Vallat, Ambassador of France to Libya, Benoît Trivulce, Acting CEO of Business France, and Philippe Garcia, Director of Business France for North Africa.
ThE NDA says this high-level French official presence confirms the depth of the common interest in developing the paths of cooperation with the national development machine.
This MoU is a framework to promote joint action in the fields of investment, innovation, and the development of small and medium enterprises, in addition to organizing economic and commercial events and exchanging knowledge in order to serve the Sustainable Development Goals in Libya.
Ambition Africa – Paris 2025 Conference
It will be recalled that Belgassem Khalifa Haftar, in his role as Director General of the Libyan Development and Reconstruction Fund, along with Dr. Jibril Al-Badri, Head of the NDA, and their accompanying delegation, participated in the Ambition Africa – Paris 2025 Conference, held from November 18-19 under the auspices of the French Ministry of Economy, Finance and Industry and the Ministry for Europe and Foreign Affairs, and under the patronage of the President of the French Republic.
This conference serves as a high-level international platform, bringing together more than 1,800 participants from 43 African countries and France. It includes approximately 2,000 business-to-business (B2B) meetings between African and French companies, in addition to plenary sessions and specialized workshops focused on strengthening economic partnerships and supporting development and modernization efforts in African countries.
The Libyan Development and Reconstruction Fund reported that its Director General was received by the French Ambassador to Libya, Thierry Vallat, along with representatives from Business France, who followed the Engineer’s participation in the dialogue session. They also held an official meeting with him upon his arrival at the conference venue to discuss prospects for cooperation and areas of mutual support.
