Within the framework of the ongoing coordination between the Central Bank of Libya (CBL) and the Ministry of Finance to support fiscal reform programmes and promote digital transformation, Naji Issa, Governor of the CBL, held an extensive meeting in his Tripoli office today with Khaled Al-Mabrouk, the Tripoli based Minister of Finance.
The meeting was held in the presence of representatives of the Ministry and several directors of the competent departments of the CBL.
Preparations for the 2026 budget and electronic collection of government revenues
During the meeting, the two sides discussed the ongoing preparations for the 2026 state budget, and the mechanisms for collecting government revenues through electronic payment systems, in order to ensure transparency, speed of collection, and improve the efficiency of the management of public resources to reach the unified treasury account.
Obtaining data for the “Your Pay Instantaneously” state-salary payment system
They also discussed accelerating the pace of obtaining data for the “Your Pay Instantaneously” system, and working to address the delay of some entities in transmitting their data to ensure the regularity of the workflow and the completion of the national database on salaries.
Launching Advance Cargo Information (ACI) system for tracking shipments
The meeting also discussed the procedures related to the launch of the Advance Cargo Information (ACI) system for tracking shipments, as the CBL said it represents an important step towards developing the financial control system and facilitating the procedures of supply and customs clearance.
Formation of a joint working group
At the end of the meeting, it was agreed to form a joint working group between the Ministry of Finance, the Central Bank of Libya and the relevant government agencies, to coordinate efforts related to electronic collection, in addition to automating communication channels between the Ministry of Finance and the Central Bank, in support of digital transformation efforts and comprehensive financial reform.
