Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, officially launched Libya’s National Strategy for Renewable Energies and Energy Efficiency 2023-2035 at an event in Tripoli Monday.

The strategy was prepared by the Ministry of Planning and the USAID.

In his opening speech, Aldabaiba stressed that the National Strategy for Renewable Energies and Energy Efficiency 2023-2035 is the scientific and professional option for the next stage, stressing that Libya has different capabilities in the field of energy for which it needs to prepare a general framework that regulates it. This strategy will contribute to organizing and developing programmes and projects related to renewable energies and reducing their consumption.

The Strategy 2023-2035 team made a presentation showing its features, which explained the steps completed in the projects and programmes during the years 2023-2035, so that the year 2023 will be a year without major electricity cuts, as it is the strategy’s primary goal that must be achieved.

The four axes of the strategy were also outlined, which are energy diversification and increasing the contribution of renewable energies through solar cell technology, wind energy, and solar concentrators, through which it aims to produce 4,000 megawatts.

The second axis is based on investing in renewable energy through partnership between the private and public sectors, while the third axis focuses on:

  • Energy efficiency and rationalization of consumption through energy-saving lighting, which aims to save 4% of consumption.
  • The distribution of solar photovoltaic energy, which aims to save 2%.
  • Water heating programme using solar energy, which aims to save 1% of energy consumption.
  • White goods energy efficiency calibration and labelling programme, which in turn aims to save 4%.
  • Electricity pricing programme, which saves 4% of consumption.

The fourth axis of the strategy concerns the main and supporting initiatives, which were based on energy-efficient lighting and heating water using solar energy.

At the conclusion of the event, the Prime Minister launched the National Strategy for Renewable Energies and Energy Efficiency 2023-2035 and the start of work by the authorities related to the energy file.
