Tunis, 27 January 2016:

The GNC signatories to the UN-brokered Libyan Political Agreement (LPA) signed in Skhirat, Morocco on . . .[restrict]17th December and backed by UN Security Council Resolution 2259 of 23 December 2016 rejected the amendments made by the House of Representatives (HoR) to the LPA.

In a statement released late Monday and signed by Dialogue Committee head Salah Makhzoum, the GNC signatories referred to article 60 of the LPA which stipulates that all sides cannot take any actions or decisions contrary to the LPA.

The statement said that the LPA must be accepted as a complete package and any rejection of any of its parts would be contrary to the agreement and to the UNSC Resolution 2259.

Therefore, the statement added, that it considered that the cancellation of article 8 of the LPA is contrary to the articles of the LPA.

The GNC signatories declared their total rejection to this amendment and consider it a threat to the whole LPA.

It will be recalled that the HoR had voted in Tobruk on Monday to reject the 32-Minister Government of National Accord proposed by the Faiez Serraj-led Presidency Council but had accepted the LPA on the condition that article 8 is excluded.

Article 8 of the LPA supplementary provisions reads:

All powers of the senior military, civil and security posts stipulated in the Libyan legislations and laws in force shall be transferred to the Presidency Council of the Council of Ministers immediately upon signing this Agreement. The Presidency Council must take a decision on the occupants of such posts within a period that does not exceed twenty (20) days.

The article is seen as affecting in particular the position of General Khalifa Hafter, appointed by the HoR as head of the Libyan armed forces. [/restrict]
