The Tripoli based Libyan government issued yesterday Decision No. (348) of 2026, authorizing the Ministry of Economy and Trade to commence implementation of the Unified Economic Number project.
The Ministry of Economy said this initiative represents a strategic step toward building an integrated digital system to regulate economic activity, foster digital transformation, and improve the business environment in Libya.
The decision mandates the adoption of the Unified Economic Number as a single national identifier for all economic, commercial, and investment entities and institutions registered within the country.
This measure aims to unify data, interconnect relevant stakeholders, streamline administrative procedures, and enhance the efficiency of services provided to citizens and the business sector.
The decision also stipulates the establishment of the National Council for the Unified Economic Number, chaired by the Minister of Economy and Trade and comprising representatives from relevant entities. The Council will oversee project implementation, approve work plans, monitor execution stages, and formulate governing policies and standards to ensure the project's effective implementation at the national level.
The Ministry emphasized that the project would be implemented in coordination with various ministries, agencies, and public institutions by linking databases and exchanging information in accordance with the highest standards of governance and digital transformation.
These efforts aim to improve service quality, enhance transparency, support decision-makers, and create a more efficient and attractive investment environment.
The Ministry said this decision aligns with the Tripoli government’s efforts to develop the state's digital infrastructure and modernize economic services, ensuring alignment with international best practices while advancing economic reform and sustainable development.
