In the closing session of the meetings of the General Assemblies of the sector’s companies for 2025, held in the city of Sebha, in the presence of the Chairman and members of the Board of Directors of the National Oil Corporation (NOC), the NOC concluded a number of technical and professional recommendations and directives that it said are considered to be among the strategic priorities of work during 2026.
Safety of workers and the protection of the environment is an absolute priority
The meeting emphasised that the safety of workers and the protection of the environment is an absolute priority, and emphasised the promotion of a culture of safety and reduction of gas flaring. Developing long-term strategic plans was emphasised based on a careful analysis of the operational environment and localization of technology. This included expanding the scope of oil services locally and benefiting from the transfer of knowledge from international companies.
Completion of measurement systems projects
The recommendations included giving top priority to the completion of measurement systems projects, providing inspection and measurement with accurate monthly reports, accelerating the implementation of projects to increase production, supporting the national economy and creating job opportunities, completing strategic projects to reduce natural decline and increasing production, and committing to conducting periodic overhauls of refineries and petrochemical plants.
It also recommended improving the accuracy of financial estimates, prioritizing projects, selecting qualified contractors, strictly adhering to the regulations in force in all companies in the sector, developing the fleet of the National Drilling Company, enhancing competitiveness and reducing monopoly, encouraging the North African Geophysical Exploration Company (NAGECO) to establish strategic technical partnerships, and supporting the Oil Clinic by increasing cadres, improving the level of health services and upgrading the services provided to workers at oil sites.
The recommendations also stressed the importance of consolidating the culture of strategic planning, raising the efficiency of institutional performance, developing human resources, empowering youth cadres, accelerating the preparation of the second generation of leaders, linking training to employment needs, expanding internal and external practical training, and enabling the Petroleum Research Centre to carry out studies locally and build specialized national cadres.
For their part, the Chairman and members of the General Assembly expressed their sincere thanks and appreciation to the national and joint sector companies, the Petroleum Institutes for Rehabilitation and Training, the Petroleum Research Centre and the Petroleum Sanatorium, for their commitment to attending, preparing well for the presentations and responsible interaction with the work of the meetings and recommendations issued.
The General Assembly praised the efforts of the sector’s workers, which contributed to reaching a production rate of 1.374 million barrels per day by the end of November 2025, stressing the need to maintain and enhance this achievement through sustainable development programmes, despite the challenges, foremost of which is the lack of funding.
The NOC also affirmed its full support to the sector’s companies, training institutes, research centers and the Oil Clinic, stressing that the next phase requires more discipline and teamwork to move confidently towards achieving the goals of the oil and gas sector for 2026 and beyond.
