GCC and US call on GNC to return to Skhirat

Tunis, 3 August 2015:

The US and members of the Gulf Cooperation Council (GCC) – Saudi Arabia, Qatar, UAE, . . .[restrict]Oman, Bahrain and Kuwait – have effectively called on the General National Congress (GNC) in Tripoli to rejoin the UN-brokered Dialogue in Skhirat. Meeting in Doha, the capital of Qatar, yesterday, US Secretary of State John Kerry and GCC foreign minsters called on all parties in Libya to back the Dialogue led byUN Special Envoy Bernardino Leon and reach a negotiated settlement.

The General National Congress in Tripoli is currently boycotting the process.

Kerry and the ministers welcomed the July 11 initialing of the Draft agreement in Skhirat, saying it provided “a credible road map to a national unity government”.

All Libyans, they said, should work for a unified government. It would combat the threat of transnational terrorist organisations and guarantee security and prosperity for everyone in the country.

 

In a statement after their meeting, Kerry and the ministers also said the battle against the Islamic State (IS/Daesh) was simply one against terrorism and brutality, “not a religious or sectarian issue”. They said they had agreed to work on “concrete steps” to defeat IS across the region and re-establish security. The steps would include cutting the terrorists’ sources of revenue, blocking travel of foreign fighters, and information sharing.

 

Kerry had travelled to Doha from Cairo where, following talks with Egyptian Foreign Minister Sameh Shukri, he had indicated that the US was looking to take action against those in Libya who were undermining the UN Dialogue.
