Ahead of the planned UNSMIL brokered talks between the two main Libyan political and military factions, somewhere in Libya and sometime this week, the EU’s Foreign Affairs Council warned that it is ready to introduce ‘’restrictive measures against spoilers of dialogue’’.
‘‘Those responsible for violence and those who obstruct or undermine Libya’s democratic transition must face consequences for their actions’’, the statement added.
The EU said that it ‘‘reiterates its readiness to introduce as soon as it is deemed necessary and in full coordination with UNSRSG, restrictive measures against spoilers of the dialogue process in line with UNSCR 2174 which allows for the listing of individuals who threaten the peace, stability or security in Libya, or who undermine its political transition.
Those responsible for violence and those who obstruct or undermine Libya’s democratic transition must face consequences for their actions’’.
Furthermore, in a long 13 point statement released today, the EU condemned terrorism and reiterated that terrorism has no place in the future of a peaceful and democratic Libya.
It expressed its concern by evidence of increased activity of terrorist and extremist groups and recognizes the potential threat that these groups present to the stability of the country, region and the EU.
The EU said that it welcomed the UN-facilitated Libyan political dialogue and that it was convinced that there is no military solution to Libya’s conflict. It called for an immediate and unconditional ceasefire and expressed its concern by the ongoing violence.
It stressed its belief in the independence of the Central Bank of Libya and the National Oil Corporation and other key financial institutions and condemned actions against Libya’s national assets.
It called on external parties to refrain from actions that might exacerbate the situation in Libya and calls upon them to respect the arms embargo on Libya.
The EU also condemned all the human rights violations and called for internal and external accountability of violators, including at the ICC.
