Tripoli, 10 January 2014:

Federalist leader Ibrahim Jadhran will tomorrow make a formal denial that he has had any dealings . . .[restrict]with the Canadian-based Israeli lobbyist Ari Ben-Menashe.

Faraj Al-Moghrabi, Jadhran’s spokesman, who told the Libya Herald that he was also Jadhran’s cousin, said today that there would be a press conference in Ajdabiya, at which the head of the self-styled Political Bureau of Cyrenaica would reiterate that he had never signed a $2-million agreement with Ari Ben-Menashe’s consultancy Dickens & Madson (Canada) Inc.

Jadhran is likely to be asked by the media to account for the apparent existence of two documents filed at the Department of Justice, which are registration statements under the Foreign Agents Representation Act, dated the 5 and 12 of December last year.

The first agreement seems to show that for $400,000  Ben-Menashe would confine his lobbying to the United States and Russia. The second $2-million deal appears to cover a year-long global lobbying effort.

According to the documents, Dickens & Madson was representing the  “Cyrenaica Transitional Council, Ibrahim Said al-Jathran, Political Bureau of Cyrenaica, Usama Buera”. One of the documents was signed by Usama Buera who is described as a “member of the transitional council”.  Buera’s father, Abubakr Buera, heads the National Union Party which he set up after a split within the Cyrenaica Supreme Concil (CSS).
