Health Ministry signs Strategic Cooperation Agreement 2026-2027 with WHO – announces results of the 100-Day Initiative

‎The Minister of Health, Mohamed Al-Ghouj, along with the WHO Regional Director for the Eastern Mediterranean, Hanan Al-Balkhi, and the WHO Country Director in Libya, Ahmed Zweiten, chaired a technical meeting that brought together the directors of the Ministry’s technical departments and their counterparts from the WHO technical team.

The meeting was dedicated to reviewing the 100-day Initiative launched by the Ministry of Health as an urgent intervention programme with the aim of improving health performance in an immediate and tangible manner.‎ The meeting addressed the main axes of the initiative, which include:

– Enhancing primary health care

– Supporting clinics and hospitals

‎The Health Ministry said the meeting revealed ‘‘remarkable preliminary results achieved by the 100-Day Plan’’, as:

– Clinic services increased by 60%

– Pressure on emergency departments decreased by 30%

– The number of surgeries jumped by 121%

– Shelter capacity increased by 86.9%

– Operational capacity and the referral system improved by 40% each

– The launch of the initial application of the digitization system

‎The Health Ministry reported that the WHO Regional Director commended these achievements and stressed the importance of strengthening cooperation on a number of priority files at the national and international levels.‎

‎Signing of a Strategic Cooperation Framework
The meeting culminated in the signing of the Strategic Cooperation Framework between the Ministry of Health and the WHO Country Office. This constitutes a roadmap for technical partnership for the period 2026-2027. It also consolidates the joint commitment to the development of the national health system in line with strategic priorities in support of Libya’s aspirations towards achieving universal health coverage‎.
