HoR names CBL Board members – CBL Governor welcomes the announcement

CBL receives results from meetings with international banks

Libya’s parliament, the House of Representatives (HoR), today named the six members of the Board of the Central Bank of Libya (CBL).

The six members are:

  1. ‎Fakher Boufarna – former Planning Minister in the Aldabaiba government / former board member of the LIA / Professor of Economics at Benghazi University.
  2. Wissam Kilani – Head of Settlement Dept between NOC and GECOL at Finance Ministry
  3. Fawzi Boukhzam – former head of the CBL Settlement and Payment Dept.
  4. Rida Gargab – Worked at the Audit Bureau
  5. Amer Karkar –
  6. Ali Omran‎ –

The six CBL board members join Naji Issa the Governor and his Deputy Marei Al-Barassi.

The CBL, in a statement issued today, welcomed the HoR announcement of the six board members.

End of the 2024 CBL crisis?
The naming of the board members should, in theory at least, end the CBL crisis triggered this summer by the Presidency Council when they replaced the Governor Saddek El-Kaber.

El-Kaber had been in post since the 2011 revolution that ended the Qaddafi regime. He had been operating without a board as the political split between western and eastern Libya was reflected in the board.

The eastern based HoR had sacked him on several occasions but the West, citing stability and the non-politicisation of the post, and certain militias in Tripoli, helped him remain in post.

With the appointment of a new full board, the CBL should now operate without its Governor making unanimous decisions. It should provide more stability and accountability in policy and decision-making.
