The Central Bank of Libya spokesman appears to have been kidnapped today for a second time.
Relatives . . .[restrict]of Essam El-Oul say they have not heard from him since this afternoon. They report that his phone is locked and that someone else appears to be using his Facebook account. He had just returned from Istanbul.
Al-Oul was kidnapped last year and held for three days before being released in circumstances that were never explained.
