Presidency Council says government list “almost ready”

Tunis, 12 February 2016:

The Presidency Council announced this morning that its proposed list of government ministers for submission to . . .[restrict]the House of Representatives is almost ready.

The Council was back in session this morning and there are expectations that it may make its final decision today, prior to its head, prime minister-elect Faiez Serraj, going to Germany for the Munich Security Conference (MSC). It starts today and lasts until Sunday.

With the refugee crisis and the threat from Daesh major subjects on the MSC agenda this year, Libya will figure significantly in the discussions of the major international political figures attending.

It is reported that the president of the House of Representatives, Ageela Salah, is also going to Munich. If so, and despite Salah’s personal opposition to Serraj, there are bound to be discussions there between the two on the government composition and its approval by the HoR.

The Council is under intense pressure from members of the Libya Dialogue to produce its government by the extended 10-day deadline but strong differences of opinion and personality clashes, which have even descended to physical violence between two members, continue to dog its deliberations. There are growing concerns that if the Presidency Council is not united then there is no chance that it can unite Libya.

Pressure is also being put directly by the UN secretary general Ban Ki-moon. Yesterday he telephoned Serraj to thank him for the “hard work for the good of Libya” that he had done but but also to stress the urgency of forming a government. [/restrict]
