HoR fails again to achieve quorum for vote on GNA

The HoR was forced to postpone its session today for the second day running in order to vote in support of the GNA due to a lack of a quorum.

Tunis, 29 December 2015:

The House of Representatives (HoR) failed to officially meet today again as it was unable . . .[restrict]to secure a quorum of members.

This would be the second day in succession that the HoR had failed to secure a quorum for its meeting having attempted to unsuccessfully meet yesterday too.

Today, the HoR was only able to muster 25 members, though its president Ageela Salah was surprisingly present at today’s meeting.

The HoR meeting was widely expected to vote and approve the Government of National Accord (GNA) – with or without Salah. The vote only requires a majority and not a two-thirds vote, HoR members have reported to Libya Herald.

Salah’s presence at today’s HoR meeting has led some to speculate that after the announcement of the eastern region tribes’ support of the Faiez Serraj GNA, Salah has decided to come on board in support of the GNA. There is as yet no concrete confirmation of this speculation.

Since the HoR seems to only meet for major votes on Mondays and Tuesdays, it is not expected that there will be another attempt to meet for a vote on the GNA until next Monday 4th January.

It will be recalled that the UN-brokered Libyan Political Agreement and the GNA born out of it have a strict timeline during which certain steps must be taken – including approving the GNA within a month of the signing of the LPA in Skhirat, Morocco on 17th December. [/restrict]
