Tunis, 01 December 2015:

There are unconfirmed reports that the presidents of the . . .[restrict]HoR, Ageela Salah, and of the GNC, Nuri Abu Sahmain are to meet face to face within the next few days.

There are conflicting reports as to where they may meet somewhere within Libya. Istanbul, Tunis and Doha are also possibilities.

The meeting comes after a breakthrough meeting last Thursday between 27 HoR and GNC members in Tunis. The group referred to itself as the representatives of Barqa (Cyrenaica) and are opposed to the UN-brokered Libya Dialogue agreement and its proposed Government of National Accord (GNA).  Both sides agreed that their respective presidents should meet,

Yesterday, members of the House of Representatives (HoR) agreed informally to a proposal to that effect from those of their colleagues who took part in the Tunis discussions.  No official official invitation has been issued, however, because there was no formal meeting of the House yesterday.  They also agreed that if Abu Sahmain did not want to go to Tobruk a meeting could take place anywhere else in Libya. The only place, they said, that it could not occur was in Tripoli because that would look as like the HoR conceding to the GNC.

Meanwhile today, a gathering of some members of the continuing General National Congress in Tripoli called by Abu Sahmain supported direct negotiations with the HoR.  Approving the Tunis meeting, they again rejected the GNA and the Dialogue deal.  Although not a formal session – these are becoming a rarity – they nonehtless endorsed the cabinet reshuffle carried out by the Tripoli prime minister Khalifa Ghwell.

It is believed that splits are appearing within both the two HoR and GNC camps as well as the disillusionment felt in Bernardino Leon’s efforts. Many Libyans do not see the international community as ‘’honest brokers’’ and have been calling for direct ‘’Libyan-to-Libyan’’ talks without what they see as malignant foreign interference.
