A four-day training course was launched Monday in Geneva by digital transformation experts at the United Nations Conference on Trade and Development (UNCTAD) for the Commercial Registry Authority and the General Information Authority in Libya.
This training focuses on using the e-registration platform tool to obtain a trading name online, which was developed by UNCTAD based on the memorandum of understanding concluded last June with the Libyan side.
Obtaining a trading name online is the first of seven necessary procedures for registering companies through the e-single window developed in cooperation with the Commercial Registry Authority and the rest of the concerned authorities in Libya. During the training, the participants will also learn about the potential use of the tool in other relevant institutions to digitize all commercial procedures in Libya.
In this regard, Mohamed Ben Katheer, head of the Commercial Registry Authority, who was participating in the Geneva training, told Libya Herald that the digital transformation and activation of the commercial registry system electronically contributes to reducing corruption. He said it facilitates transactions and procedures, bringing down government expenditures to a minimum. It also prevents mediation (wasta) and nepotism, and greatly reducing the material costs incurred by company owners during registration or renewal.
Ben Katheer confirmed that the commercial registry system has actually started operating, explaining that companies and contract notaries can now obtain a negative certificate (the availability of) for a trade name through the system, which also facilitates renewal and amendment procedures for companies, whether they are Libyan or foreign.
Regarding the training, he pointed out that the support provided by the European Union and the Experts France, including this course held in Geneva, accelerates, and eases the work on the new online system, which is the first point in the complete shift towards digitization in all required procedures, starting from registration to paying fees.
This training is part of the E-NABLE project, funded by the European Union and implemented by Expertise France part of the overall project for a sustainable, diversified, and digital economic recovery in Libya.
