The Tripoli based Libyan government reported today that Mustafa Al-Mana, Head of the Executive Team for the Prime Minister’s Initiatives and Strategic Projects, met with Mahmoud bin Abdullah Al-Hashmi, CEO of the Omani company OQ Exploration and Production (OQEP), to follow up on cooperation and investments files between the two countries.

OQ Exploration and Production (OQEP)is Oman’s largest pure-play oil and gas exploration and production company and a key subsidiary of the state-owned global integrated energy group OQ, (Formerly known as Oman Oil Company).

It manages a diversified portfolio across 14 onshore and offshore upstream assets in Oman with partnerships with major international energy firms including BP, Shell, TotalEnergies, and Occidental.

The meeting addressed existing investment portfolios, ongoing partnerships, and areas of cooperation within the energy sector. It also covered the exchange of expertise and leveraging the company’s capabilities in managing economic initiatives and major strategic projects.

This meeting aligns with Prime Minister Abdel Hamid Aldabaiba’s vision to strengthen economic partnerships with the Sultanate of Oman and to expand the scope of investment and institutional cooperation, thereby contributing to the diversification of the national economy.

The Tripoli government said the meeting serves as a continuation of the Memorandum of Understanding signed in June 2026 between the Libyan Investment Authority and OQ Exploration and Production—in the presence of Prime Minister Aldabaiba—to explore joint investment opportunities in oil and gas exploration and production activities at both bilateral and international levels.
