The head of the Housing and Infrastructure Board (HIB), Mahmoud Ajaj, told Libya Herald that the plans and maps of the Third Ring Road route have been handed over to the Egyptian construction consortium (OHRN). He said this week a 24-kilometer track of the Third Ring Road will be handed over to structural engineers to start work within days.
The Egyptian construction consortium of companies consists of Orascom/ Hassan Allam / Rowad / NRD (O.H.R.N JV company), with U.S. firm Hill International acting as project managers.
Speaking exclusively to this publication, Ajaj added that the Egyptian consortium will undertake the completion of the project from Ghout Al-Shaal Roundabout in the west of Tripoli to Al-Falah Road in the east.
He explained that the completion rate for this section had reached nearly 50 percent, implemented by of the Libyan-Brazilian company more than ten years ago.
This part of the road has four completed bridges, as well as three pedestrian bridges, with the completion of the infrastructure of rainwater drainage, electricity, and the extension of pipes for laying communication cables. As for the rest of the road extension from Al-Falah area to its end in Al-Shatt Road near Mitiga Airport, the consortium will need to start from scratch, he explained.
Third Ring Road path had to be cleared of unplanned buildings
Ajaj indicated the completion of clearing the path of the Third Ring Road that was encroached upon by citizens through unplanned building, in addition to removing and demolishing obstacles, whether they were the homes of citizens who had not yet been compensated or government institutions.
He said the clearing of the path has now been completed by removing obstacles from Al-Falah Road in the west to the Sabaa area in the east. The clearance work will continue from Al Sabaa to the Sug Il Juma area until the end of the road near Mitiga Airport, so that the implementing consortium can operate unhindered.
This phase of project should take 12 months
Regarding the project completion period, Ajaj said that it is supposed to not exceed more than 12 months, starting from the actual receipt of the project and the start of construction work in it, referring to the assignment of a consultant to follow up the project, represented by the American project management company, Hill International.
Clear schedules of work and payment outlined
Ajaj pointed out that at the official HIB project handover ceremony on 12 March (attended by Tripoli prime minister Abd Alhamid Aldabaiba) to the Egyptian consortium, project maps and the stages of submitting letters of guarantee and a timetable up to handing over the site to start preparing and preparing for the launch of the works, were approved.
2,000 Egyptian workers arriving
He revealed that the plan to start receiving the consortium’s Egyptian workers will start to be implemented by the Ministry of Labour with the participation of the Passports and Nationality Authority, taking into account the jobs and professions available in the national human cadres that can be employed in the implementation of the project with Egyptian companies.
He said about 2,000 Egyptian workers will be phased in to work on the Third Ring Road and several other roads that will be implemented by this consortium in several Libyan cities.
