ICC-wanted Warfali says he is handing himself in for investigation

London, 7 February 2018:

Mahmoud Warfali, member of the Hafter-led LNA’s Saiqa Special Forces, has announced that he is handing himself in for investigation.

Warfali, wanted by the ICC for possible war crimes / crimes against humanity, said in a widely circulated video clip that he was handing himself in to the LNA’s Military Police at its Marj headquarters for investigation. He said he was doing this on the orders of LNA head Khalifa Hafter.

It will be recalled that the ICC had issued an arrest warrant for Warfali after photos/video clips appeared of him conducting summary executions of so-called terrorists.

This is not the first time that Warafali was supposed to have been under arrest, only to reappear in media seeming to be conducting summary executions. With that in mind, it is not clear if indeed he is under arrest and whether the eastern authorities will carry out an investigation, arrest him or transfer him to the ICC.
