London, 3 April 2016:

The Presidency Council (PC) / Government of National Accord (GNA) led by PM designate Faiez Serraj . . .[restrict]has revealed its eight-point vision and programme of work for its term in office which could last between one to two years.

The eight main policy pillars of the Serraj government will be:

  1. Reconciliation
  2. Participation and non-exclusion
  3. Promoting safety and security
  4. Social justice
  5. Start in rebuilding and reforming institutions
  6. Encouraging economic development
  7. Securing state sovereignty
  8. Strengthening external policies and international cooperation

In the security sector, the policy and vision document stated that the GNA aims to create a safe environment enabling the success of the democratic process and the commitments of the (current transitional) stage.

It gave a commitment to activate security institutions headed by the army and police and their security apparatus as well as fighting terrorism, organised crime and illegal migration.

On the economic front, the document said it will support economic and social development projects within its priorities, it will provide stability and organize the management of economic and financial resources efficiently.

It will also reform and reorganise economic institutions to achieve their aim within a comprehensive economic vision for the country.

The government of PM-designate Serraj has yet to be approved by the House of Representatives (HoR) in Tobruk as the HoR has failed since January and after five attempts to secure a quorum in order to put the proposed government to a vote.

PM-designate Serraj and most of his PC have physically arrived in Tripoli despite great efforts by the internationally unrecognized Tripoli administration to prevent them from entering the capital.
