The UN Special Representative Martin Kobler has met with both the HoR and the GNC . . .[restrict]in Tunis and has urged both sides to support the UN-brokered and proposed Government of National Accord (GNA).
Tweeting on his account, Kobler said ‘‘Candid talks with HoR and GNC delegations today in Tunis, listened carefully, urged them to join majority of Libyans and endorse UN-facilitated LPA (Libyan Political Agreement).
The stress in the tweet seems to be on the term ‘‘majority’’ where the UN and international community hold the view that the LPA and proposed GNA was reached after a year of negotiations across a wide spectrum of Libyan society including the majority of tribes, militias and municipalities.
Critics of the minority Tunis Libyan-Libyan talks see them as a political stunt and spoiler by the minority in both the HoR and GNC who are not interested in losing power and influence.
However, beyond its short-term intended cynical political aim, many still see the fact that both the HoR and GNC were prepared to swallow their pride and break a taboo of not recognizing each other and meeting face to face – as a major positive.
It was noted, for example, that the meeting voids the claim of legitimacy by the GNC based on the Supreme Court ruling.
It is hoped that this breakthrough would snowball and lead to full, face-to-face talks between the majorities in both parliaments – ultimately leading to a full and more solid Libyan political agreement. [/restrict]
