Tripoli, 13 August 2014:

The House of Representatives (HoR) passed a law this morning calling for international help in protecting Libyan civilians.

Details at this time are still unclear as contact with Tobruk is hampered as Tripoli continues to suffer long and multiple power cuts, internet interruption and lack of mobile phone coverage.

A Representative has confirmed to Libya Herald that 111 Representatives voted for the motion out of a total of 124.

"Today a decision has been taken to seek help from the international community to protect civilians and public utilities and to achieve a ceasing fire", the Representative confirmed to Libya Herald. "Then we delegated the HoR presidential office to communicate with the UN and the Arab League on this matter", he quickly responded to our request for further details.
It will be recalled that fighting escalated overnight in Tripoli, with shelling and street fighting escalating in the western regions of Tripoli causing many residents to flee by car and on foot in the early hours of this morning.

It has also been reported to Libya Herald that despite numerous national and international calls for a ceasefire, and despite national and international efforts at mediation between the two warring blocs of militias, both sides have shown a "stubbornness" and "intransigence", a mediator told this writer.
