Benghazi, 10 October 2015:

The House of Representatives . . .[restrict](HoR) is to meet on Monday morning to debate the Libya Dialogue and the names for prime minister, three deputy prime ministers, and the two other member of the planned Presidency Council that will act as Libya’s head of state until a new constitution is approved.

On Wednesday night Leon named Faiez Al-Serraj, an HoR member for Hay Andalus in Tripoli as his choice for prime minister along with Misratan businessman Ahmed Maetig, Musa Kuni (a member of the Tuareg community) and current Education Minister Fathi Majbri as deputy prime ministers. Also selected were Omar Aswad (from Zintan) and Mohamed Al-Amari (the head of the Islamist Wafa block in the General National Congress) to complete the Presidency Council.

There are known to be mixed views within the HoR about the Draft and the names although all members contacted by the Libya Herald said they did not wish to comment at present about Leon’s selection. However, one Benghazi member, Muftah Akuidir, has been quoted saying that he and others were comfortable with it.

Nonetheless Leon did not select the prime minister from any of the 12 names sent to him by the HoR although he did choose one of the deputy prime ministers from it: Majbri. This is expected to ruffle a few HoR feathers. It is also deeply unhappy with the amendments Leon made to the Draft agreement and says it wants to return to the version initialled on 11 July.

The GNC has not yet decided when it will discuss the proposals or when it will next meet. Members say they are waiting for the ususal SMS from the presidency office summoning them to a session.

Meanwhile, there are reports that Leon will meet Misrata and Tripoli militia leaders in Istanbul on Monday to discuss security in the capital. [/restrict]
