Ministry of Industry exploring establishing two-million-ton annual capacity “environmentally friendly” cement plant with China’s Goodwill Ceramic

Minister of Industry meets the Committee for Localisation of Oil Materials and Equipment Industry

The Undersecretary of the Ministry of Industry and Minerals for Public Affairs, Production, and Industrial Zones, Mustafa Al-Samou, held an extensive meeting yesterday with officials from Chinese company Goodwill Ceramic (Wankang) Ltd to discuss the arrangements and technical procedures related to the proposed establishment of a state-of-the-art cement production plant.

Discussions focused on developing a regulatory framework to ensure the project aligns with national plans for industrial sector development and explored ways to overcome administrative obstacles to implementing this strategic investment.

Two million tons annually with stringent environmental standards
The meeting addressed the project’s targeted production capacity of two million tons annually, emphasizing the adoption of the latest global technologies that adhere to stringent environmental standards and reduce carbon emissions. This initiative aligns with the Ministry’s efforts to embrace sustainable “green industry” concepts that balance increased production rates with the preservation of natural resources and the surrounding environment, keeping pace with international industrial developments.

Localizing basic industries and enhancing national production capacities
For his part, the Undersecretary emphasized during the meeting the Ministry’s full commitment to supporting industrial projects that contribute to localizing basic industries and enhancing national production capacities. He pointed out that adherence to legal and technical requirements and compliance with approved Libyan standards is a fundamental condition for ensuring the quality and competitiveness of the final product. He considered such projects a cornerstone for supporting reconstruction projects and achieving self-sufficiency.

They affirmed their commitment to implementing the project within the established timeframes and legal frameworks in Libya. This initiative falls within the Ministry of Industry and Minerals’ efforts to create an attractive investment environment and activate production partnerships that serve the national economy and meet the local market’s needs for essential building materials.
