London, 29 October 2018:

At least 40 House of Representatives (HoR) members from western Libya met again in the city of Sabratha last week to discuss restructuring the Faiez Serraj Presidency Council (PC). This is their second meeting in the last month in the same city on the topic.

The news was confirmed to Libya Herald directly by HoR member for Zawia Amara Shinbaro who attended the meetings.

Amara confirmed that the HoR members continued to discuss the mechanism agreed by the HoR and High State Council (HSC) for restructuring the PC.

The HoR member for Zawia said no agreement had been reached yet on a candidate or candidates for the newly structured three-member PC. He indicated that discussions were still focused on the mechanism.

Moreover, he indicated that there seems to be general agreement between the HoR and HSC on restructuring the PC, which makes it more likely it will go ahead.

However, Shinbaro said that he believed that the “real obstacle” to restructuring the PC might be UNSMIL.

He said UNSMIL were “showing a sort of reluctance towards acceptance of the (PC restructuring) initiative”.
