Tripoli, 9 July:
The two polling stations in the Tebu-inhabited districts of Kufra did not open during the election, despite an earlier . . .[restrict]statement on Sunday from the head of the High National Election Commission, Nuri Elabbar, that they had done so. He reported that the eight polling centres which had been unable to open on election day, Saturday, had opened on Sunday, six in Sidra and the two in Kufra.
Last night, however, in an update on latest developments during the day, the HNEC said that the Tebus had rejected the latest agreement to allow election material into the polling centres.
Prior to the election, Tebus in Kufra had threatened to boycott the poll over continued violence in the town and the fact that a thousand of them had been disqualified from voting. There were negotiations on the eve of the poll to enable those who were registered to be able vote and initially it was thought that they had succeeded. However, on Saturday, Tebu gunmen refused to allow the materials in.
It appears the same happened yesterday. [/restrict]
