The National Oil Corporation (NOC) and Zallaf Libya Exploration and Production Oil and Gas Company have reviewed the latest developments regarding the implementation of the Southern Refinery project and its targets for 2027.
The National Oil Corporation (NOC) reported yesterday that a technical meeting was held, on the same day, at the headquarters of Zallaf Libya in Sebha, bringing together representatives from the NOC’s General Directorate for Oil Industries and the Zallaf Libya team.
Tracking the progress of the Southern Refinery project
The meeting focused on tracking the progress of the Southern Refinery project, reviewing its completion stages, discussing key technical and operational challenges, and exploring ways to accelerate work in line with established plans.
Discussions covered the current status of the project, a review of implementation phases and 2027 targets, and an assessment of the technical and financial requirements needed for completion. Coordination regarding the project’s components—specifically the fuel storage and distribution systems—was also addressed to ensure the refinery is effectively integrated into the broader oil sector infrastructure and local distribution network.
Furthermore, the meeting examined major technical and operational hurdles, along with potential solutions to overcome them. These efforts aim to advance the project toward full implementation and the realization of its strategic objectives—most notably, stabilizing fuel supplies for the domestic market (including gasoline, diesel, and liquefied petroleum gas), reducing reliance on imports, and bolstering energy security in Libya.
The meeting was attended by the General Director of the NOC’s General Directorate for Oil Industries, along with relevant department directors and specialists from the NOC, as well as members of the Zallaf Libya Board of Directors, department managers, and technical experts from the company.
