The Tripoli based Libyan government reported that its delegation held a series of bilateral meetings in Riyadh, Saudi Arabia, with energy ministers from Germany, Pakistan, Tunisia, Nigeria, and Turkey.
The discussions, held on the sidelines of the Riyadh Energy Week from 11-15 October, focused on boosting investments in the oil and gas sector, developing electrical grid interconnections and renewable energy, and following up on exploration and infrastructure projects. Cooperation regarding field and refinery development, training, and the exchange of expertise was also addressed.
The government said these consultations align with Prime Minister Abdel Hamid Aldabaiba’s initiative to expand Libya’s economic and technical partnerships, attract international investment and expertise, and support the development of the energy sector.
Turkey
Discussions with Turkish Minister of Energy and Natural Resources Alparslan Bayraktar covered ongoing cooperation in the oil and gas sectors, advancing investments and exploration activities involving the Turkish Petroleum Corporation (TPAO) in Libya, and exploring opportunities to expand collaboration in gas, infrastructure, and renewable energy.
Tunisia
With the Tunisian side, the delegation met with Salah Zouari, the official in charge of the Ministry of Industry, Mines, and Energy, to discuss developing electrical grid interconnections between the two countries—as well as a trilateral interconnection involving Libya, Tunisia, and Algeria—alongside solar energy, technical cooperation, and the exchange of expertise.
Nigeria
A meeting with Nigeria’s Minister of State for Petroleum Resources, Heineken Lokpobiri, addressed enhancing cooperation between the National Oil Corporation (NOC) and the Nigerian National Petroleum Corporation (NNPC). Topics included investment, field development, progress on the strategic gas pipeline project, and collaboration in local content and training.
Germany
During a meeting with the German Minister for Economic Affairs and Energy, Katherina Reiche, the two sides discussed cooperation opportunities in the fields of gas, electricity, renewable energy, and technology, as well as ways to encourage German companies to participate in Libyan projects.
Pakistan
A meeting with Pakistan’s Minister of Petroleum, Ali Pervaiz Malik, addressed cooperation in exploration, production, refinery development, storage, technical services, and training, alongside efforts to enhance communication between the National Oil Corporation and specialized Pakistani companies.
The government said the meetings underscored the importance of maintaining communication between relevant authorities and translating the proposed areas of cooperation into practical programs and projects that support Libya’s plans to develop its energy sector and boost investment.
The delegation was led by the Minister of Oil and Gas, Khalifa Abdel-Sadig, and included the Head of the Executive Team for PM’s Initiatives and Strategic Projects; the Director General of the Economic and Social Development Fund, Yassin Al-Abyad; and the Chairman of the GreenStream gas pipeline project between Libya and Italy, Bashir Al-Ashhab.
