The Presidency of the House of Representatives (HoR) has rejected the High State Council’s (HSC) unilateral appointment of a Deputy Head for the Audit Bureau.
In a statement issued today, the Presidency asserted that this action constitutes a clear violation of the agreements reached between the two bodies regarding the appointment of sovereign and oversight positions.
The Presidency of the HoR called on all parties to disregard this unilateral decision and refrain from acting upon it.
It further reiterated its call for concerted efforts to unify state institutions and end the current division, emphasizing the need for continued coordination to safeguard the nation’s resources and ensure stability.
It will be recalled that the UN-brokered Libyan Political Agreement (LPA), agreed in Skhirat, Morocco in December 2015, to end Libya’s political split, prescribes that all top sovereign and oversight positions be agreed consensually and jointly by the HoR and HSC.
Audit Bureau suspension work at its Tripoli headquarters in protest
Meanwhile, the Audit Bureau announced the suspension of operations at its Tripoli headquarters until further notice—or until the underlying causes are resolved—following the armed incursion into its Tripoli premises today.
The incident involved an attempt to impose a deputy head of the Bureau without any legal basis.
The Audit Bureau stated that this decision serves as a condemnation of the event, and is intended to safeguard the Bureau’s independence, ensure the safety of its staff, and guarantee that it can carry out its oversight functions in a secure and stable environment, free from armed coercion.
UNSMIL has condemned the armed incursion. The British Embassy expressed its concern.
